The State Cadastral Agency (SCA), particularly its Kamëz-Vorë branch, has stated an incident in which journalist Domenika Bajraktari and her cameraman were assaulted while on duty. The agency moved swiftly to clarify that the individual arrested in connection with the case, identified as F.M., 67, is not and has never been an employee of the institution. By stressing this point, the SCA distanced itself from direct responsibility for the act, while nonetheless condemning any form of violence against journalists.
Alongside the arrest, authorities have also opened criminal proceedings against two private security guards contracted by the Cadastral Agency, Q.L. (64) and H.B. (52). Both men are under investigation on suspicion of obstructing journalists in the exercise of their duties and damaging the cameraman’s professional equipment during the altercation. The agency noted that these guards were outsourced staff and not official employees, but confirmed it would cooperate fully with investigators to ensure accountability.
The agency further announced that surveillance camera footage from the building and surrounding areas had been secured for analysis. It pledged that if the investigation confirmed wrongdoing, legal and contractual measures would immediately be taken against those responsible. Officials stressed that the institution does not tolerate misconduct and will act promptly to prevent such cases from recurring.
In its statement, the SCA reaffirmed its belief in the vital role of the press in holding institutions accountable and providing the public with accurate information. It declared that journalists must always be treated with respect and given unhindered access to information while performing their work. The agency underlined that it values transparency and cooperation with the media as an integral part of its mission to serve citizens.
Finally, the SCA expressed full confidence in the police and judicial authorities to conduct a thorough investigation and bring justice. It reiterated its commitment to working closely with law enforcement, journalists, and civil society to ensure that violence against media professionals is addressed seriously and does not become normalized. The case has reignited public debate about journalist safety in Albania and the responsibility of state institutions to protect press freedom.
