During a recent emergency session in Strasbourg, the Parliamentary Assembly of the Council of Europe (PACE) issued a strong resolution condemning the escalating humanitarian crisis in Gaza and urging Israel to immediately cease targeting journalists and civilians.
PACE’s adopted resolution emphasized that deliberately attacking civilians or civilian infrastructure cannot be defended under the guise of military necessity, and represents grave breaches of international humanitarian law. The assembly called for an “immediate, permanent and unconditional ceasefire,” as well as the prompt release of all hostages held in Gaza.
A key demand was for Israel to allow unimpeded delivery and distribution of humanitarian aid in the besieged territory. The resolution also specifically urged that journalists be protected so that they may continue their work without fear of reprisals.
Lead sponsor of the proposal, Lord Michael German (U.K.), argued in debates that recent expansions in Israeli military operations centered on Gaza City have exacerbated civilian suffering and intensified the humanitarian catastrophe. The assembly criticized Israel’s repeated refusal to comply with prior calls to open passageways for aid and condemned the blockade of essential supplies as a flagrant violation of international law.
Beyond the direct demands, the resolution reaffirmed PACE’s standing policy: that press freedom and protection of journalists are foundational to democracy and must be upheld, especially in zones of conflict. It also declared that impeding aid, attacking noncombatants, or targeting media workers amounts to “serious violations” that demand accountability.
In short, PACE’s statement blends humanitarian urgency with principled defense of press rights, insisting that any lasting resolution must begin with respect for civilians, media, and international obligations. Termination of violence, restoration of aid access, and safeguards for journalists are central to the Assembly’s appeal.
