Romanian authorities have reopened a criminal investigation into the coordinated smear campaign targeting journalist Emilia Șercan, marking a significant development in a case long emblematic of institutional failure and media repression. The move follows a September 5 court decision ordering the case to be re-examined after prosecutors previously shelved it without sufficient action.
Șercan, known for exposing plagiarism by top officials, faced a torrent of intimidation beginning in January 2022 after she revealed that then–Prime Minister Nicolae Ciucă had plagiarized his doctoral thesis. The following day, she received anonymous threats. Weeks later, private photos were stolen and widely published across adult websites, along with confidential evidence she had submitted to the police, indicating a likely leak from within law enforcement.
Despite her repeated complaints—ranging from privacy violations and cyber harassment to abuse of office—progress stalled for over a year. Authorities failed to interview key witnesses, denied her access to investigative files by labeling them classified, and refused to conduct an independent technical analysis. Human rights groups and press freedom advocates criticized the process as opaque and politically compromised.
The recent court decision to reopen the case was hailed by the International Press Institute (IPI), the Media Freedom Rapid Response (MFRR), and other watchdog organizations. They argue this decision is not only a victory for Șercan but also a test of Romania’s commitment to media freedom and justice.
The case illustrates broader threats facing journalists in Romania, particularly women reporters who investigate power and corruption. The use of personal data, digital humiliation, and leaked evidence to silence critical voices has become an alarming tactic in a shrinking democratic space.
